CONTISS covers non-teaching staff at federal tertiary institutions — including administrative officers, registrars, library staff, technologists, and bursary staff. There are 15 grade levels (CONTISS 01–15). Following the 2024 minimum wage adjustment, entry-level CONTISS 01 now starts at ₦930,000 per year (₦77,500/month). Administered by university governing councils in line with the Federal Government approved structure.
