What is the CONPSS Salary Scale?

CONPSS is the salary structure for all federal government civil servants in Nigeria, from Grade Level 01 (entry-level clerical) to Grade Level 17 (Permanent Secretary/Director-General). It was introduced in 2010 under the Goodluck Jonathan administration as part of the Consolidated Salary Structure reform, replacing the old Unified Grading and Salary System (UGSS). Following the July 2024 minimum wage increase to ₦70,000/month, all CONPSS grades were upwardly adjusted by approximately 25–35%. Salaries are reviewed periodically by the National Salaries, Incomes and Wages Commission (NSIWC).
