INEC recruits ad-hoc staff before every election to serve as Presiding Officers (PO), Assistant Presiding Officers (APO), Registration Area Officers (RAO), Collation Officers and other roles critical to conducting credible elections. NYSC members are prioritised for APO roles. For 2027 general elections (Presidential and Governorship), INEC is expected to recruit over 1 million ad-hoc staff — making this the largest single recruitment exercise in Nigeria's history.

INEC adhoc recruitment history: 2023 General Elections — INEC recruited approximately 1.2 million ad-hoc staff for Presidential (February 25) and Governorship/House of Assembly (March 18) elections. 2019 General Elections — 1.1 million ad-hoc staff recruited. 2015 — 850,000 ad-hoc staff. Pattern: INEC begins adhoc recruitment 6–8 months before election day. Serving as an INEC ad-hoc staff is one of the few opportunities for ordinary Nigerians to directly participate in the democratic process and earn legitimate income while doing so. For NYSC corps members especially, INEC ad-hoc service is often the most memorable and civically significant experience of the service year.
The role of Presiding Officer is particularly demanding. A PO is responsible for everything that happens at their polling unit on election day — setting up the BVAS device, accrediting voters, managing orderly voting, counting results, filling Form EC8A (the polling unit result sheet) and transmitting results electronically. A single PO's actions can determine the outcome at a polling unit serving up to 500 registered voters.
The introduction of the BVAS (Bimodal Voter Accreditation System) in 2023 transformed INEC adhoc service. The device handles fingerprint and facial recognition accreditation, electronic result transmission via the INEC Result Viewing Portal (IReV), and tamper-evident result sheets. Training on the BVAS is now the core of INEC adhoc staff training.
Nigeria has had troubled elections historically, and the work of honest ad-hoc staff is what makes clean elections possible. The 2023 elections saw unprecedented result transparency through real-time IReV uploads — driven largely by the dedication of thousands of POs who followed the rules despite pressure and intimidation in some areas.
